As a general rule, if you have problems with EPEL, run
# yum update --disablerepo=epel\*
to update your CentOS to at least CentOS 6.5.
Then try your
# yum install some-epel-package,
or whatever you were trying to do.
I solved this issue editing both /etc/yum.repos.d/epel.repo and /etc/yum.repos.d/epel-testing.repo files, commenting all entries starting with mirrorlist=... and uncomenting all the entries starting with baseurl=....
